Propagation of transverse waves is studied in a Vlasov plasma consisting of a mixture
of free electrons, weakly bound electrons, free static ions and static ions associated
with the bound electrons, maintaining macroscopic charge neutralization. The dependence on
temperature of the phase velocity, group velocity and Thomson scattering cross-section
have been investigated. Lagrangian and the Hamiltonian of a compressible plasma having
bound electrons in the fluid mixture approximation have been discussed.
